The server didn't change his maximum players after a slot upgrade
It's neseccary to alter the Gameserver's server.cfg file after a slot upgrade to apply the change to the ArmA 3 server. Edit the line stating maxplayers and adjust its respective value to the server's new slot count.
The cahnges will be applied after a server (re)start.
